We never do get to meet this Henri that Rick speaks of, but we can tell from one line that he's a patriotic sort. Drinking champagne is enjoyable (when you're over 21, of course), and the last thing he'd want is to be an accessory to the act of Germans enjoying themselves. We bet many people launched small personal rebellions like this.

The police can only do so much. When patriotic feelings abound and the people rise up and sing La Marseillaise, it's all the Captain can do to prevent an all-out rebellion. Moral of the story? If you're ever looking to avoid a rebellion, don't give your enemy access to an entire orchestra.
